Using the AR-DRG classification system

Workshop description: The workshop will be of benefit to persons who want to understand the AR‑DRG classification in detail, understand how the classification is continually developed and refined, and users of the AR‑DRG classification both in Australia and internationally who want to be informed and actively engaged in the development of the next version of AR‑DRGs. Topics which will be covered include:

  • An overview of the AR‑DRG classification, including key aspects such as how the data is sourced by clinical coding, the AR‑DRG structure and how the classification accounts for patient complexity
  • The AR‑DRG classification refinement process
  • Key changes introduced for AR‑DRG version 9
  • Major areas under consideration for the development of the latest version of the AR‑DRG classification

Learning outcomes: Basic understanding of the AR‑DRG classification, the AR‑DRG complexity model, the refinement process, the recent changes made for AR‑DRG version 9 and the areas being considered in the development of AR‑DRG version 10

Improving population health management through risk adjustment

Workshop description: The Workshop will provide an introduction to the methods used in risk adjustment for population health, and the numerous applications within the integrated and ambulatory care sectors. Application break-out sessions to demonstrate and discuss:

– Case & Disease Management / Patient Identification
– Improving Coordination / Patient Identification

Each session will be comprised of presentations illustrating real world case-mix applications. The workshop will conclude by bringing participants back together to summarize the findings and provide an open forum for participants to discuss risk adjustment applications and challenges within their organisations and countries.

Learning Outcomes: By the end of this workshop participants have an understanding of how to apply risk adjustment and case-mix methods for to population financial, managerial and clinical management decisions.

Through break-out sessions and discussion participants will gain an understanding of analytic approaches to patient identification for community care management programs.

Workshop description: In the journey, which started with fee for service funding we have adopted casemix concepts to focus on the delivery of the healthcare as being a product with average costs and linked to clinicians. The next step was to shift to integrating care within the hospital. The challenge of multimorbity and the need for prevention has shifted the focus to the health of the patient. It resulted in integrated care in the healthcare network. The next big thing is to provide value to the health of the population. The workshop focuses on the Casemix’s role during this never ending journey.

An international view with case studies and a look into the future of value-based funding

Target audience: This will be of general interest to all conference attendees including students and those new to Activity Based Funding, casemix or patient classifications. This includes managers and decision makers who would like a clinical perspective on value-based care, and clinicians who would like to understand how value-based funding and its underlying patient classification systems work and how they can be used to improve patient experience and clinical outcomes. It will be useful for anyone who wants to understand how benchmarking, costing, and classification systems play out in the real world and what ethical and other issues we need to consider. Care will be taken to make sure technical terms are explained clearly and the content suits a broad and diverse audience. This session will be accessible to all, from those with a technical speciality such as costing or clinical coding, through to practising clinicians.
Workshop description: Value-based funding (VBF) really should mean value based care (VBC) – without a relentless clinical focus we will not gain the support of clinicians, patients and the public. Changes to VBF can and should impact on the ‘triple aim’ of cost, quality and population and patient health outcomes. This workshop examines why VBC is now the front-runner for change world-wide, and how VBC can work in practice, exploring the concepts of integrated care, clinical management, quality and safety. The main drivers behind current technological innovations including electronic patient records, data management software and clinician feedback tools are explored. We will analyse some of the ethical and moral issues that arise and discuss barriers to change.
Learning outcomes: At the completion of the workshop the participants should be able to:

  • Explain how VBF works, including key terms and concepts, and future trends,
  • Identify the common clinical classification systems and how these are used in VBF
  • Discuss the role of the clinician in obtaining accurate data for VBF and how VBF can be used to improve patient experience and clinical outcomes
  • Discuss the ethical and moral issues that can be triggered by VBF and how they might be addressed

Participants requirements: None, but there will be the opportunity to discuss participants experience and views within the workshop.

Workshop description: Western Australia introduced a Premium payment for the Hip Fracture Care Bundle in 2013.  We propose to conduct a workshop to discuss the literature review on funding for safety and quality, and then apply this to the Western Australian experience.  We would demonstrate how this influenced the national development of hip fracture care, and give a detailed account of the methodology and outcomes from the Western Australian public hospitals.

Patient costing principles
